I've read this project before when Loren advised use of silicone on the track that hold the window.

There's a can of whatever but use a silicone spray that has the tube like in the picture. Open window and you'll see the slots the glass slides up and down in - when new they have felting so they slide nicely and when older the felt wears off and the glass on plain rubber can be VERY sticky for a window to work properly. Dirt and wear over the years wears out that rubber channel that holds the glass.

Ok: Get the window part way down at first and spray in the channels where the glass could rub and is held in place. Silicone won't hurt anything but you may need to clean the glass when done. Spray a lot on all that you see and try to hit both sides of each rubber channel. Window should then be free and work better for UP request.

This will either work or not. No need right away to take panel off as you can get most of it while in place. The real fix is to replace that rubber and some of that is shockingly expensive! Periodic spraying should do for an old car unless you have money to spend on new rubber.

If this doesn't work at all or even help then you may need to get inside and lube other items involved in moving the window regulator it's called with then spray white lithium grease. If still no help it may need a motor but from the old post I don't think it call for that quite yet,
