I was just wondering if any car made ever has a chip that shuts them off at a certain speed like they do in trucks

Almost any car that is computer contriolled will have fuel cut off in it to shut off fuel at a predetermined rpm. When rpm's drop below this, the fuel is returned.
Being way2old is why I need help from younger minds

the car doesn't "shut off" per sey otherwise you'll loose all power. when the car reaches the governed speed set in the computer, like way2old said, it starts to cut off the fuel thus slowing you down.
if you were to keep the pedal floored while this was happening you would hear and feel the car reacting like a rev-limiter.

Fuel Cutoff Mode
The PCM cuts OFF fuel from the fuel injectors when the following conditions are met in order to protect the powertrain from damage and improve driveability: • The ignition is OFF. This prevents engine run-on. • The ignition is ON but there is no ignition reference signal. This prevents flooding or backfiring. • The engine speed is too high, above red line. • The vehicle speed is too high, above rated tire speed. • During an extended, high speed, closed throttle coast down--This reduces emissions and increases engine braking. • During extended deceleration, in order to prevent damage to the catalytic converters
For GM, the PCM is programmed based on Factory Tire Specifications in reference to Tire speed rating located right after tire size for instance P265/65/18 111S
The 111S is the speed rating and signals the PCm at what speed is should cut off the fuel for the Injectors
