Seat belt motor Camry 1988

The motor for my passive seatbelt died. It is the back position so I just pull the shoulder part over my head and belt the lap. Will it work if I need it to?

Does this track run along the door itself? If so it might have a wire broken in the door jam where they bend - worth checking out.
As this is a safety issue I suggest allowing a Toyota dealership check this for any possible recall and let them tell you it's safe as intended if it stays in retracted postion. My saying I think it's fine isn't good enough - too important,
