This is a common problem on these. As long as you have power, ground, good wire going to the motor and a signal from the PCM, then the relay is bad. If you have a scanner with bi-direction controls you can just try to turn it on with that if not then you will have to go old school & run it to test for the signal. It's a pulse width modulated relay so it will look like a module. I found a way to cheat these but it was last summer and I can't remember how I did it. I know it would require a good set of hand tools to complete this repair.
