RPM question

When my car is idling my car's rpm revs up and down from about 1000 or less rpm to 2500 rpms. i'm pushing on the brake and not touching the gas pedal at all. It happens sometimes when I am driving when I'm slowing down or sitting at a stop light.
what is going on with my car?
I have added coolant to my car because I saw it was low and it helped for a bit and then it stopped. I think it might be leaking coolant. Could that have anything to do with it?
I have a Honda SE 1991
