No brake lights Honda, stuck in Park!

I have a 1998 Honda Accord, ULX, Vin # 1HGCG5641WA081725, 4cyl, I don’t know the exact size, fuel inj., automatic, 187+K mileage. I have NO brake lights. I have replaced the brake light switch, a module in the console related to the shifter position and a module in the steering column I later found had nothing to do with the problem. All of the bulbs are good, I do have tail lights and parking lights. This particular model will not shift out of Park without brake lights. There is a bypass to insert a key into that allows shifting. I’m now being told the “neutral safety switch” needs replacing to fix this brake light problem. The car only starts in neutral and park, as it’s supposed to. I can see NO relation that the “neutral safety switch” has with the brake lights. None of the books reference the “neutral safety switch” with the brake lights, nor is it mentioned as a fix. The problem is that everything that IS mentioned as a fix has been done or replaced and “no fix!” Also, I have no idea where the neutral safety switch is located, other than “on the transmission.” I cannot find a picture showing me the location nor a description good enough to find it. Is there a possibility that this is the problem? And, if so, can someone reference a photo or description I can follow to find it? If more info is neede just ask me please, I need to get this car back on the road! Thank you!

No, the neutral switch has nothing to do with the brake lights. The brake lights however are the reason you cannot get it out nof park.

You need to use a test light to test for power coming into the brake light switch and going back out when pedal is applied. If no power found coming in, then check fuse #47 (20A) in the underhood fuse box.
