New Motor and car still not running right

I own a 1991 Pontiac Firebird, V6 3.1 L. My son in law put a brand new motor in it recently. Yes, its the same exact motor. When it was finally cranked up, the motor was ticking very loudly (sounded like from the right side of the engine). When taken around the block for a spin, it would not go above 35 mph even with the gas pedal on the floor. Upon arriving back at the house, the radiator blew a hole in it. The car sat up for about 6 months before the new motor installation began. And the transmission was working just fine before. Son in law says he has no idea what the ticking is or what to do about it? or why the engine has no power. I know I'm going to have to break down and put it in the shop. Does anyone have any ideas as to what this could be? I would just like some general idea so I'll know how much its going to cost me. Thanks so much.
