My horn will not work!

Hey, I just just trying to figure out why the horn on my truck wont work. It is a 1998 GMC Sierra 2500 with a 5.7L Vortec. After all the tests I've done, I am left clueless. Maybe someone here has had the same problem and could possibly help me out.
The fuse is good, and the relay sounds like it is working because it "clicks" when I put power to it from the steering wheel. I just went to a bone yard and got an old horn that they said they tested and apparently works. I plugged it all in, and still nothing. I tested the horn connection with a 12v meter, and there is 12.5 volts going to it when it is activated. I just went to the auto parts store and got a new relay, put it in... and still nothing. It "clicks" the same as the other one. The clock wheel in the steering column is fine and delivers the 12v+ that is needed to complete the circuit.
The only thing I can think of that I haven't tested yet is the fact that the guy at the bone yard was lying to me and gave me a bad horn. Other than that, I am stumped. Any ideas?

You can test the horn by just taking it to the battery and jumping power and ground to it.
If you know you have power going to the horn, then the problem can only be a bad horn or bad ground.

Okay, I figured it out. It actually was the horn itself. The new one I got was good, and the reason it wasn't working was because of a bad connection to it. The little clip that clips onto the horn was weakened, and it wasn't making a clean contact to the leads. After wiggling it while the button inside the steering wheel was jumpered to stay on, it sounded off... and scared the hell out of me too! I wasn't expecting it to work!
