Late 80's / Early 90's Chevy G20 Work Van tries to give up when you accelerate . . .

K...I have a chevy G20 van (GM Model # G21005), it was an old telecommunications van. Anyway, over the past several months, after coming to a complete stop (i.e. stop light/stop sign), sometimes when you press down on the accelerator, it acts like it wants to give up the task and cut off...if you press very lightly, it will go. If you press down moderately on the accelerator it tries to shut down. Once you finally get over 15mph, it seems to accelerate when you tell it to. This is very dangerous, especially because to get to work, I have to come to a stop sign, and turn onto a highway whose speed limit is 45mph(so people go 50mph). I've put some oil and transmission fluid in (which I believe it is leaking oil slowly). Over the past few days the problem has worsened.

So today, I was checking out my headlight(passenger side...it works on while on Bright, but only works occasionally on normal). I looked down in the van and saw the following:

What is that hose for? That cylindrical thing(lol...I'm sure that gives away my being a novice w/cars) says something on it like "Air Cleaner" ? Here's a better view:

Now common sense would tell me that the loose hose is supposed to to be connected to one of those valves. What is that thing? What is it for? and could it be the source of my acceleration problem?

That is the charcoal canister for filtering the fuel tank vapors. It's just an emission control but that line could be a small vacuum leak. It should push on to the smaller fitting. If it fits snug, then that is the right one.
