I have a 1995 Jeep Cherokee. Recently when trying to start the engine it acts like there is no battery voltage on not in park. That is there is no starter solenoid pullin click. Lights and blowers work. Trans wsa in park. Manipulating the shift lever a few times has resulted in the engine starting. My brother owns a 1997 Cherokee that has had the same problem a few times. Has anyone else encountered this problem? Is it related to the neutral safety switch?

Get yourself a test light; here’s a sample of one style.
Easy to use; clip the ground clip on battery negative or any metal object; then touch the probe end to anything that should have power (positive) to it. If the light in the test light, lights you know there is power on that circuit. To check whether the clip has good ground, you could touch the probe to battery positive; the light should light.
I’m sorry if you already know this but I’ve told so many people to use a test light and never really explained what one was.
The next time the Jeep won’t crank, get out the test light and test for power at the on starter solenoid’s switch terminal. You’ll need a helper to work the ignition switch; while you’re down at the starter motor. Once the test light is connected to ground and the probe is touching the start/switch terminal have your helper turn the ignition switch to the start position. If the test light lights and the engine is not cranking, you likely have a bad solenoid.
Again if the light, lights during the test; I’m going to suggest replacing the complete starter. Today’s starters are fussy and if you open it up to replace one part you’d better be ready to replace all wearing parts. It’s easier to replace the starter assembly, with one that comes with a warranty.
