Just a joke - sorry. Horn should be on a relay. I doubt it shares it with air bag (SRS) but who knows. If fuses test ok see if the relays are marked - some Fords are in the vintage. If the same relay as the A/C you can swap it for a test. You need the codes pulled for the air bag and it will lead you to the repair for both problems.
