Honda Odyssey 3rd row seat won't fold

I have a 2000 Honda Odyssey EX, 110k
3rd row seat back will fold down, but the whole unit will no longer fold flat into the floor. When I pull the release lever to flip the seat over there is no resistance. (Perhaps a cable is broken/unattached?)
Anything I can do myself or must I go to a dealer? Any idea how much this might cost?
I need to get it fixed ASAP to help my grandmother move her lift chair, but things always seem to come up when $ is tight.

First off I don't know this exact seat trick at all. Is there a sequence of one things first before it will fold? Do you fold this seat enough to be sure of how it's supposed to operate? I've been tricked by some that weren't broken as a sequence must be followed of something like seat base moved first, perhaps seat belts involved or something before it can fold as some safety measure so it won't attempt to fold while occupied,
