High idle for over 6 mths

1999 Isuzu Rodeo v6 automatic
Car idles at 1300 stopped, 2300 park. Occasionally when first started it will rev on its own to 2500, and not come down unless I shut car off and restart. The following has been done:
new tps
2 new iacs
new power steering pressure switch
new egr
throttle body cleaned twice
ground wires cleaned
vacuum lines inspected
power steering system flushed
new temp coolant sensor and thermostat
when work is done its fine for a day or two and then the high idle comes back. Also if i pull over and restart the car after drving for about 3 miles, sometimes it will go down to normal idle. I have had it to three mechanics in the last 6 mths!
oh , also- they are getting no codes at all when it is scanned , and the check engine light is not on.
