I have a '99 Civic and I need to get a new muffler tip but I cant get my old one off because the screws are so rusty. What might work to get it off?

Is this the type that is a bit larger than the actual pipe? That you tighten the set screws to hold it in place?
You can try using a good quality penetrant on the screws. Let them sit for a while before trying to remove them. Depending on how badly they are, they'll probably break. If you have a hacksaw, you can carefully 'split' the metal tip where the screws go through, then remove them and the tip. Or, a muffler shop could do it for you in a heartbeat.
