You'll need a scanner to properly diagnose this issue.
The WIN (wireless ignition node) allows ignition key rotation based on bussed inputs from the ESM (electronic shifter module). If the shifter module does not see the shift lever in park position, the WIN will not allow the ignition key to be rotated to the off position for removal.
