2000 Dodge Neon - when I rapidly accelerate there is a "stutter" in the shifting (automatic in regular drive). If I ease on the gas pedal I do not feel any hesitation. The car acts "iffy" in both 1st and 2nd. Could this be the fuel pump? This jolty "stutter" happens whether I am going from 10-30 mph or 30-60. (Or any other speed). Once the "stutter" starts I have to release gas pedal and ease back into the speed I want.

Any MIL (malfunction indicator light) lights on, such as a check engine or service engine soon light?
If so have it scanned, Most autoparts stores will read the codes for free.

p1684 Is saying the battery has been disconnected within the last 50 starts, and p1899 is saying that the P/N switch stuck in park or in gear.
This kinda sounds like a bad connection somewhere causing the PCM to loose power, this will cause the problem your stating.
I'm sure someone else here will have more detailed information for you.

I would first check all the power and ground connections on the car.
