Anything is possible, but at the very least, the computer controls will be your biggest and costliest problem. The PCM and harness out of the 2007 will probably have to be used. I'm pretty sure you'll be happy with the performance if you can get all of the bugs worked out. The 07 has a completely different set up than the 99. So what you might want to do is have both engines sitting on the floor side by side and look closely to see what will work. The block and heads will be the same. Just the periphials will need to be changed.
