Failed e-test with 'what looks like new' cat

Year of vehicle: 1991 Make of vehicle (Ford/ Chevrolet): Honda Model of vehicle ( Taurus/ Cavalier) (DX, LX, SE, R/T, ect.) : Accord EXR Engine size (2.0/ 5.7) : 2.0 I had my car on the lift at my mechanics and the cat (visually from the outside) looks brand new so I was ready to pass the etest. (car was purchased from brother of original owner, no details about new cat were spoke about and seller has no contact) I started up my car and thinking that I could easily pass my e-test I drove 5 minutes to my local place to do my etest and I failed. The guy at the etest place said that the original owner of the vehicle may have "hollowed out" the cat to increase performance and this may be the reason it failed, suggesting I replace my cat for $250 from him. Not sure if hes ripping me off because from the outside my cat looks brand new and I dont want to pay mechanic to check if cat is hollowed out or not Etest results: HC ppm - Limit: 64 | Reading: 32 | PASS CO % - Limit 0.35 | Reading : 0.12 | PASS NO ppm - Limit 727 | Reading: 990 | FAIL As you can see I passed easily on 2 and failed on 1 Now my question: Do you think my cat is really hollowed out or do I need to drive for 1 hour and put guaranteed to pass in my tank before going to etest place is that my problem?

The converter will not help you with the Nox reading. That is basically caused by excessively hot combustion temperatures. The most common cause of that is an inadequate /inoperative EGR system.
