Engine won't start after oil problem

2004 Dodge stratus. Hit a rock and oil ran out, before could get off logging road the car froze up. Fixed oil filter and added oil, but car will not start. The battery is good and has clicking sound and spark.

As a guess, I would say the engine is locked up and you will neeed another engine or have that one completely rebuilt.
Being way2old is why I need help from younger minds
