Engine RPMs on 1999 Saturn SL2

Hello,
I am wandering if anyone can tell me what might be wrong with my 99 saturn sl2. The RPMs are going up and down when in park and also even when going down the road. I thought perhaps it was a sensor somewhere but am not sure what sensor it could be. I have changed out the speed sensor but it did nothing for the car. I would greatly appreciate some advice.
