Car slows down when trying to go up hill

Hello, my girlfriends beetle does this weird thing sometimes when she goes up hill. It will all of the sudden start to slow down as if someone is applying the brakes. Not enough to stop the car, but like they are being lightly applied. It hasn't happened to me while driving, but I have been in the passenger seat, so I know she isn't crazy. I doubt the brakes are being applied, so I'm thinking maybe transmission issue?

check to make sure the parking brake isnt hanging up slightly. then check the kick down linkage for the transmission
