1990 Mercury Cougar LS V-6 3.8 140,000 Miles On It My Mom Went An Brought This Car And For Some Reason When She Hits Gas She Is Lucky To Go 15 M.P.H Plus The Highest The R.P.M'S Go To 3000 It Has New Dist and Cap Plus Wires And Spark Plugs I Checked To Make Sure They Where In The Right Firing Order Which They Where Spark Plugs Are Gapped And Clean No Oil Or Gas On Them It Has To Cat Converters On It I Replaced One It Has Two The Person She Got It From Said It Needed One Base On Them Having This Issue By Dropping The Exhaust And Driving It Up The Road To Test There Idea Said They Got Better Power When They Did This Told My Mom Left Exhaust Was Cooler Then Right Side Was Hot So They Said Replace Cat Converter On Cool Side Cause It Was Bad Was Wondering If Is Wrong Side To Do Or Perhaps The Muffler Is Bad Is Goes From Dual Cat Converters To Single Muffler Back To Dual Exhaust Out The Back Of Car If Anyone Has A Idea Or Knows Please Reply Back Thanx

slorider; These units are usually ONE unit, a 'Y' pipe, with both cats. I'm surprised that only one was replaced.
But, you can do a backpressure test to see if you still have an exhaust restriction. If the catalyst broke up in chunks, the pieces could have worked their way back to the muffler. It is possible. Connect a vacuum guage to a manifold vacuum source. Take a reading at idle. Raise the RPM to about 2500, take another reading. The reading at 2500 should be as great or greater that the reading at idle. A more accurate test, remove the oxygen sensor, attach a pressure guage to the exhaust. If you have more than 1.5psi, you have a restriction. Most parts stores should have the fitting that you can connect the pressure guage to the exhaust (O2 port). You can also try driving it with the O2 out (leave it connected, electrically) if the hot exhaust doesn't exit near anything combustable. Don't want to start a fire.

thank you for you input i shall sure try that not to be a pain do you no if the 1990 mer cougar has a obd if so where can i find it

The '90 is OBDI. There is a connector, under the hood, usually on the driver's side. Sometimes, plugged into a cover, from the bottom side. It is called a ALDL connector. Takes a special adapter with a scan tool to access data.
