Car Won't Start! No power to panel!

95 Chevrolet Camaro V6 3.4L
Okay, so I'm very stumped as to what the problem is...
My car is getting power to everything but the panel.
I'm not sure what the problem is.
The starter has been tested and it's good, the battery is charged, even the radio turns on...but i still get no lights on the dash and the car won't crank. All fuses are good.
Any ideas?
