COLD BLOODED STARTING

I got a 92 toyota mini van and when it gets below 50 degrees this van is hard to start, tHE COLDER THE LONGER IT TAKES, It takes several minutes TO START, After it starts its fine......and then starts likes its supposed to all day long.
when it does start the idle is not a fast speed idle but after it warms up then it it idles at an acCelerated speed , More than it should,
I am open to any ideas,
Could this have anything to do with a "Carbureted starter" ?
The reason i ask is I was looking for a starter a while back and this is what one of the online parts store showed for a replacement, I am a mechanic from the old days. As old as this van is its still new to me......

What is this exactly? I don't show a carb for 1992??
No matter - CTS or ETC - for sensing engine temp to adjust fuel delivery is suspect and the connector to it inspected. You can test it's ohms @ a given temp.....
