ABS problem '98 Ford WINDSTAR

Having a problem with the ABS motor/pump continuoosly enagaging whenever I hit the brakes. Initially it happened only when moving very slowly (coming up to a red light or stop sign). Now it does it at a faster speed when braking.
It sounds like a motor engages when I brake. And it also causes the ABS side of the house to engage when not required. Had a friend verify the sound. Also asked a tech at the dealer about it, he thinks they would have to do a do diagnostic on each wheel until the guilty culprit. Presently I have taken the 60amp fuse out of service and this alleviates the ABS noise but leaves me without the ABS feature and also creates a fault alarm on the vehicles computer and fault indicator.
Anyone have any suggestions as to a way ahead without spending top dollar ??

This is just a guess but have a look at the front axle shafts close to the wheels. You should see the ABS sensor ring that is pressed onto the joint. It looks like an evenly spaced toothed gear. What I’ve seen happen with these rings is that they’ll crack causing a wider space between the teeth where the crack is. This will send a false sensor signal to the computer; the computer will think that wheel is turning slower and cause the ABS to become active.
