99 Jetta rear ps caliper seized up. Need Help Please

The passenger side rear caliper on my break system is seized up. My mechanic I had doing my tune up told me i need new breaks bad, but when i had a friend change them out, they were fine except for the one, so i'm guessing i've been driving around like this for a while. What do I do to fix it? We can fix it if we knew where to start.
