99 Accord odd no-start Sign In

1999 Accord LX 2.3 liter, 4 cylinder, manual.

I recently started hearing a rattle on idle that, long story short was the water pump. Having already replaced my own timing belts, flywheel and various smaller fixes, I went ahead and swapped the water pump. I tried starting the engine but I can only hear the starter turning and the engine does not fire, all the belts do turn but there is odd slack that won't come out between the top gear and crankshaft. Bearings spin and flex fine. There is fuel pressure and spark but I'm not getting combustion. The first thing I checked was if I had forgotten a bolt or five on the head, they were all in place and tight. There were also no out of place noses other than the lack of pistons firing

I checked the plugs, cords, distributor, fuel pump, throttle body, battery, had no extra parts etc. I eventually tried the entire process over once more, minus the water pump swap. Same result when it was back together, I know the timing is fine as well because I marked all the belts.

I noticed the next day when I went to try again that fuel vapor is coming out of my air intake. I've never encountered this before and that's where I'm at, I'm trying to research it but search engines are pretty vague, does anyone have an idea of what's wrong?

That's an interference engine so if you rotated the crankshaft when it was out of time, you would bend the valves so I suggest you do a compression test to find out.
