I swapped old wore out 4.3 in 2000 astro with a 1999 4.3 with 21k on it thats been setting in my shop for 7 years. Everything turned out good. But there is no fuel getting to the cylinders through the nozzles. Could the fuel that sat all that time in the solenoid pump and injection lines be the problem? And could it be cleared out without dismanteling the plastic plenim and pulling the pump and injectors?

Deposits build up on the poppet valve ball and/or seat and cause the poppet ball to stick closed.
This is a common problem with this style injector.
GM had issued bulletins about this with a correction to perform a special high pressure unsticking and cleaning process that usually restored the poppet valves to "as new " condition.
Special equipment is needed to perform their procedure.

You can try a fuel injection cleaning process to see if it works.

But if these have sat idle for 7 years,IMO,I would replace them.

I agree Jim.
Even if he gets the poppets to start opening; he’ll likely end up with them leaking or sticking intermittently again.
He may have the option of changing this system from Central Sequential Port Injection (poppet style) to a true multi-port sequential injection.
On some applications GM brought out this retro-fit, doing away with the poppet valves and putting injectors in their place. It’s a direct fit, remove the central injector and poppet valve assembly and stick in the replacement injectors; no modifications, plug it in and you’re done.
One of the benefits of this system is if the fuel pump cannot build its full 60psi but let’s say only 50psi, the vehicle will still start and run normally; where the original system wouldn’t even begin to fire. Poppet nozzles are opened hydraulically but the injectors are opened electrically not relying on full fuel pressure. What 4.3 wont run on 50psi as long as the volume is still there?
The only draw back is that the retro-fit is a little better then a 100 bucks more to buy. Well worth it for some of the people; around here (farmers for example) that are using higher content ethanol fuels.
Ethanol and the earlier poppet style systems didn’t get along to well; it was like pouring crazy glue into the fuel tank. The ethanol would actually eat the finish off the nozzle’s ball valve and seat.
If you’re interested in the “new” revised system call your local GM dealer and they should be able to tell you whether it’s available for your 4.3?
Dan.
