I'd bet on a pinch or problem with evaporative emissions not allowing flow thru a charcoal canister usually underhood. Of course when you are adding fuel the vapor must go at equal volume. Where I am the nozzles of the gas station's pumps suck that out while refueling and a problem could go unnoticed.
There simply has to be a way in any tank for anything to vent out the gasses to allow room for a liquid and this is not different so it's plugged somewhere, somehow,
