98 Grand Am idle problems

I have a 98 Grand Am GT manual trans. It has a problem where occasionally the more gas you give it the lower the idle drops. With the gas peddle out it idles fine but the more gas you give it the lower the idle drops. Eventually (5 to 30 seconds) it goes away and the car runs normally. This occurs in or out of gear with the clutch up or down. This only happens after the car is first started after shifting gear for the first time (ie after shifting to first from reverse or from shifting to second from first). This doesn't occur every time, maybe only 1 in 5. It does not appear to be related to how long the car was off for or the temperature. It has been happening for more than a year without getting worse or better. I replaced the fuel filter with out any benefit.
