BEFORE AND AFTER NEW TIRES MY VAN STEERING WHEEL SHAKES AT 45 MPH AND ANYTIME i put on the brakes, what could this be?

papabear; If it shakes even without applying the brakes, get the front suspension and steering linkage inspected as soon as possible. (I'm assuming that you are meaning that the steering wheel 'shakes' or 'shimmeys').
If the whole vehicle is 'shaking', you may want to check U-joints as well. If the steering wheel shakes only during braking, that would sound to me like warped brake rotors. But, if it's doing just as you described, could be a loose tie rod, wheel bearing, ect.
