There are brackets mounted to the block preventing it's removal. They are a bitch to get at but that's your answer...loosen them up, don't remove them if you can get it done by just loosening them up.

Here is the exact procedure....

Power Steering Pump Removal and Installation
  1. Disconnect battery ground cable, then remove serpentine drive belt.
  2. Remove filler tube and dipstick assembly from power steering pump.
  3. Raise and support vehicle.
  4. Disconnect exhaust pipe from exhaust manifold. Position exhaust pipe aside.
  5. Place drain pan under vehicle. Disconnect low pressure hose from steering gear fluid tube, then remove high pressure line from pump.
  6. Remove rear support bracket to pump mounting nut. Remove rear support bracket to engine mounting bolts, then the support bracket.
  7. Remove pump to front mounting plate attaching bolts. Access bolt through holes in pulley.
  8. Remove pump assembly from vehicle. Pump will fit through area of exhaust pipe tunnel in floor pan.
  9. Reverse procedure to install.
