95 Mitsu Galant not charging

95 Mitsu Galant
2.4L 16v 4 cyl
71,000
Battery is less than 6m old. Car starts fine but not getting a charge it seems. Low revs will make all the battery and brake lights come on. So I replaced the alternator, and put a full charge in the battery. It was drained but took a good charge. Now as I rev the motor past 3g the battery and brake lights are coming on still. Is there a seperate voltage regulator from the alternator? Not sure where to go next. Belt didn't look bad enough to replace. Only thing I can think of is dirty battery terminals at this point.
Any input appreciated.

What is the charging voltage across the battery with the engine idling and no accessories on?

Volt meter at the battery, car idling at 850rpms is 12 volts. I revved it up and voltage remained the same through all rpms.

Definitely not charging. The regulator is built into the alternator. You could have gotten a bad one but check all the fuses first. Test for power at the main terminal of the alternator with the key off.

That means the high current fuse is good. There will be a low current one also.

Where? I looked at the box under the hood and nothing jumped out as being blown.
FWIW none were labeled for the charging system.

You should be testing these things with a test light at both ends.

That graphic is over my head. I failed Auto Electric 1 some 25 years ago.
I did pull one of the fuses that looks more like a relay, it says:
ALT
CHOKE
on it. And there is a rattle inside like a bb or something. The fuse had 3 prongs
