94 honda accord

i have a 94 honda accord LX. the speedometer is not workin. when i turn on the car it shoots up to the 20mph position and stays there. now in the winter, the speedometer worked when the car was cold, but then when it warmed up, it stayed on 20. now i replaced the speed sensor two days ago, and it didnt do anything. its still the same. um any help would be good. can anyone tell me whats goin on with the car?

You might have a defective speedometer cluster, try and unplugging the harness and plugging it back in to make sure the connection is good
