usually this is caused by a horn switch that is made with foam separating the contacts. The foam deteriorates and the contact touch each other. The cure is replacing the horn switch. The obstacle is that many horn switches are incorporated into the air bag and require replacing the whole air bag to get a switch. You will have to contact your dealer to find out if yours is that way.
