94 Subaru Impreza Hazard light/directional problem

I have a 94 Impreza. The hazard lights will not turn off when I take out the fuse for the hazards the directional lights won't work. The fuse states HAZARD LIGHTS with no mention of directional lights.
If this fuse works for both is there a way I can disconnect my hazards and still have directionals?
