93 plymouth fault code 337 wont start!!

my 1993 plymouth acclaim k series was running ok since i bought it at 117,000 miles now its at 123,000 about two days ago i noticed it was having trouble starting. this morning i drove it and turned the vehicle off on three different occasions there was some hesitation but turned over but on the fourth it did not turn over .now it wont even crank I know there is plenty of juice in the battery its testing at 12.9 volts .and i already tried jumping it that just gave th battery a quick charge did not help it start The display showed fault code 337 I think this is a starter problem but not sure maybe ignition any input on this subject would be helpful.

It should be obvious whether the starter is cranking fast enough or not.
