I have an 89 buick park avenue and recently while attempting to stop, I noticed that my brakes weren't working. When I put my foot on the pedal, it went straight to the floor without any signs of slowing down. Now, when I press it, it feels completely tight (almost locked) and my brakes still aren't allowing me to slow down....what do you think would cause this? The tension in the pedal has gotten so bad that you can't push it down.

From first observation - brakes went to floor with no braking action and now stiffened up with little to no braking suggests the master cylinder OR possibly the booster is at fault.

For now I'll guess the master cylinder is the culprit as I can't think of how the booster could allow the pedal to floor first THEN this locked up pedal.

Obviously car shouldn't be driven this way and I'd begin some tests like loosening the master cylinder and watching it move on loose studs a bit first and probably just replace it if the pedal showed some new motion with it loosened up as a test. Check that proper vacuum gets to booster (I do think this is vacuum assisted power brakes vs hydro boost which uses PS pump) but either should allow some braking action when/if boost fails if just that,
