87 Voyager sat 4 years turns over won't start. Put gas & Seafoam in. What next?

Remove spark plugs and check compression. May even want to squirt a couple of squirts of oil from an oil can into each cylinder. (if and when it starts, it'll smoke for a couple of minutes while burning off this oil). You may want to replace the plugs while you've got them out assuming the compression was okay. If the fuel is four years old, I doubt that any additive is going to make it flammable again. You'll need to drain/siphon the fuel and replace the fuel filter. May even need to purge the fuel lines to get that junk out. Next concern will be the injectors. Probably will (if you can get it running) have to have them professionally cleaned. If you can't get fuel through them, they can be removed and cleaned ultra-sonically or under pressure with a machine. Once you've got it running, then replace all of the fluids. Oil, filter, transmission fluid and filter, power steering fluid, and brake fluid.
Being a '87 Voyager, you may want to take a step back, first, and really decide if you want to go to this expense trying to resurrect it?
