Do you mean the crankshaft will rotate without the cam installed? Are you sure your block is a 400 cu” block or is it a 350 that you’re trying to stroke? Dan. Make sure that you don't have one, or more, installed wrong. If you don't have the heads on yet, can't imagine any other reason. If not rods could be hitting the block near the oil pan rail.turn it over slowly by hand and see where it is hitting.
