2006 pontiac torrent back seat will not fold

Guess the vehicle has been like this since we bought it a few years ago. When you pull on the latch to lower the larger of the 2 back seats, you can feel the normal resistance and a slight click, but the seat won't release.
To try fixing this, I removed the screws which kept the cover in place over the lower mechanisms near the base of the seat. After removing the cover, I began to actuate the latch at the top of the seat. Here's what happens:

It looks like the latch is releasing. I would looks for something jammed in the mechanism.
I don't have any specific info on how the mechanism connects and works but you are going to have to follow the cable down to the mechanism and see what isn't releasing and why.

How would one manage that? After removing the plastic covers, there isn't much more that I can see. Will I have to cut the seat apart or something?

No, but you may have to remove the seat to examine it from the bottom.
Most of those seats have to slide the bottom as the seat folds down.
