My original promblem was that my 2006 Chrysler Sebring Touring, when turning key start/fuel fuse under hood blows instantlly. Changed relay starter and the fuse still blow. Took out starter and had it tested, it was fine so reinstalled it into the car and the car started. Question is, could it have been that something was just loose or could something still need to be fixed?

You could have had the trigger wire in a position that it was touching the starter body causing a short and moved it when you took the starter out. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ We offer help in answering questions, clarifying things or giving advice but we are not a substitute for an on-site inspection by a professional.
