2005 Matrix engine revs to 5000 RPM on start

Hi. I have a 2005 Toyota Matrix XR with about 170000 miles.
After a cold night earlier this week, I went to start the car in the morning and the engine immediately revved to 5000 rpm and stayed there without my foot on the accelerator.
I tried using an OBD reader for error codes but didn't find any. The OBD device did tell me, though, that my throttle was open to 21% at a minimum.
I disconnected the air cleaner hose to look inside the throttle body and valve is closed (but maybe a bit dirty around the edges).
Any suggestions? Thanks!

Which engine? 1zz-fe or 2zz-ge?
1zz uses a throttle cable and the 2zz uses an electronic throttle.

This is the 1ZZ-FE. But as far as I can tell it has an electronic throttle. It's hard to find info, but a couple Google searches are telling me that the Matrix switched from a cable throttle to drive by wire in 2005.

If it has electronic throttle, there will be no cables. It will look something like this and have one connector plugged into it.
If it has that, with the ignition off, open and close the throttle plate by hand. It should move without binding up. It should also spring back.
What was the trouble code number?
Usually if the throttle hangs open and the engine computer sees your not pressing on the accelerator pedal it will turn on the check engine light and attempt to go into some type of reduced power mode.

Thanks. Yes, that's the one: electronic throttle, no cables.
The throttle plate opens by hand and springs back without binding.
When I tried earlier I wasn't able to get a trouble code number. It was taking a long time for the wifi OBD reader app to connect and I wasn't sure if I should leave the engine running when it was revving so hard. With the engine off, there was no trouble code but the OBD did tell me about the throttle being at 21%.
Now the new problem: I put everything back together to try the OBD again, but now the car cranks but won't start. Between disconnecting and reconnecting the air hose and the battery, is there something I might have done to cause this? The battery charge is at 12.27.

Scan the engine computer again and see if any codes popped up. Write down the numbers. The engine doesn't have to be running to do a code scan, but the ignition has to be turned on.

With the ignition turned on, the OBD Car Doctor app gives me General Information and Dynamic Parameters, but the Diagnostic Trouble Codes screen is empty.

If you have the ignition turned on and someone pushes on the accelerator, does the throttle open and close?

Yes, with the ignition on the throttle opens and closes as the accelerator is pushed.

Starting to wonder if there are any trouble code stored on the manufacture side of the engine controller. The engine controller has two diagnostic sides to it. One side is for OBD2 and the other side is the factory diagnostics. The manufacture side is more comprehensive. You need a scan tool that can get on that side of the system, but I don't think yours will.
The only other things you can check for are spark, fuel pressure, and injection pulse while cranking to see what is missing to not make it run. Also make sure the engine immobilizer isn't active while cranking the engine.
