2004 Mercury Monterey Hesitates

2004 Mercury Monterey, 4.2 engine 6 cylinder, 81,000 miles--driving down the road, car cut off, cranked back up and continued on, had the bushings and IMRC (throttle assembly) replaced 1 month ago, 1 week later hesitates when starting off, think it is going to cut off, but continues on, also hesitates while driving, but continues on. Took back to dealership mechanic, did diagnostic test, couldn't find anything, tried electrical test, said plugs and wires needed replacing. Cost was outrageous, not covered by warranty. Took to another mechanic, said he said nothing came up on his diagnostic test. What could be wrong?
