2004 GMC seems like brakes engage when turning

My 2004 GMC Canyon pickup seems like the brakes engage when I'm turning sharply, especially to pull into or out of a parking space. Tires sometimes squeel when I have to excellerate through the turn to get past the braking problem. Is this a master cylindar problem or a power steering problem? How much trouble am I looking at for repairs?

I suspect someone has done brake work to it recently. Pull off the front wheels and look at the rubber flex hoses and see if they have a loop in them.
