2003 honda element removal of chamber/ caster bolt.

I am doing rear wheel bearings on a 2003 honda element and I am down to the last bolt. It is the chamber/ caster bolt. It will not come off. I've tried impacting it off. Of course there is the metal bracket that holds the alignment. I am taking the whole hub assembly off so I can take it to get the bearings to get pressed in and out by the local machine shop.****My question is this: how do you get that last bolt off.****
