2003 Mitsubishi Airtrek Turbo - Radiator Fan Turns on Before Engine is Started

Is it normal for a radiator fan to turn on when the ignition is 'on' but the engine hasn't been started yet? This happens when the car is cold and hasn't been driven yet. The car has a turbo timer shutoff and I thought it might be related to that but that doesn't make much sense does it?

It would be normal if the air conditioner is on at the time.
