2002 mitsu mirage

my mirage was parked in the driveway (which has a slight incline) most of the winter with a dead battery. so got a new battery & it starts up but when its put in gear it feels like the brakes or something is locked up

Depending on the exact conditions brakes could have rusted up a bit and without a look it's hard to say if they will be ok or not. Did parking brake release properly?
Can you see rust thru the wheels on rotors - how bad do they look?
If it's just one Winter sitting outdoors and they were fine before that.... if and only if it's safe to do so - give it a try with a little throttle and see if they break free. Again - only where it's safe and use good judgment. If it moves along then test the brakes in a safe area for several stops. Hard to say - they may respond or need work??
