2002 mercury cougar idle noise .. hollow sounding whirling noise

the cougar idles and periodically has a hallow whirling sound that whoooopss but stops indiscriminately. Revved the engine and it starts ... but stops after period of time. What the heck is it?

Either the idle speed motor or the tube that runs to it.
