The flip window of the tailgate of my 2002 Jeep Liberty won't close properly. The latch won't engage properly. I have checked that the car is in an "unlocked" mode. Any advice?

Anytime I have a latch problem. I bust out my trusty can of PB (any spray lube will do) & give it a couple of shots & go from there....

I've applied 3 in one oil, but that didn't help. Any other suggestions?

There is actually a TSB covering this problem 23-016-01.
.
.
When you are closing it, put a little extra effort on the right lower corner right above the swing gate handle & see if that helps....... If not maybe HT could help me out & pull up that TSB & post it for you...
